Quote of the Week: One person's obstructionism is another's principled opposition.

Guns R Us: The Kansas House last week spent quite a bit of time debating issues surrounding the Second Amendment to the U. S. Constitution focusing on the right of citizens to own and carry weapons. In a way it is like a motion to commemorate motherhood, everybody agrees that's a great idea but no one is quite sure the best way to do it. There is broad agreement that people should be able to protect themselves, their families and their property.

But make no mistake nearly every solution to evil deeds seems to result in unwanted tragedy that saddens us all. So we always end up with some pull back and face some loss of personal liberty. Just think of airport security, drug prohibitions, switch blades, rocket propelled grenades, or armor piercing bullets. The question has always been where to find the balance.

The Personal and Family Protection Act HB 2055 as it passed the House last week allows a licensed gun owner to carry a concealed handgun into any state, county or municipal property for which airport-type security is not provided.

Exceptions include mental health facilities, and state-owned nursing homes. In addition, Regent institutions, including community colleges, are exempt for four years to allow them to prepare for implementation of this law.

Legislators and our constituents get angry when the federal government coerces and makes costly mandates upon the taxpayers of Kansas. This bill is sold as a second amendment bill.

I am a gun owner myself, being a farmer/rancher, but I am telling you this bill is not about guns, it is about unfunded mandates, the erosion of local control and the state acting like the federal government by imposing its will on local governments. That is exactly what the state is proposing to do with this bill. As many of you, I live by the mantra that the best government is that which is closest to the people. HB 2055 violates that principle. If you have thoughts about this bill, pro or con, I would welcome your input.

Private on Post Housing: HB 2135 exempts from property tax the privately owned housing development that is on Fort Riley. The net effect of this forgiveness is that on post private housing will not be subject to real estate tax while that in the neighboring communities will. This makes Junction City and surrounding communities less competitive. Because it is grossly unfair to my constituents, I voted no.

Tax Bill Passes House Committee: In another chapter in the ongoing struggle between legislators and math, last week the House Tax Committee passed a tax plan which garners most of its funding by diverting the 4/10 sales tax dedicated to KDOT to the State General Fund for the next two years.

It is vital that we remember the economic impact, the jobs it will create and the importance of T-WORKS projects to our Kansas communities. It will likely come to the House Floor on Wednesday or Thursday. Should this bill be the final revenue package, it is highly unlikely that future T-WORKS projects will be completed after 2014.

By a 25 to 14 vote last Thursday, the Kansas Senate passed a bill to help fill the budget hole created by last year's income tax cut. House Bill 2059 will raise about $315 million. Most of that comes from making the 2010 temporary sales tax increase permanent. The bill was amended on the Senate floor to give a ''haircut'', or eliminate most of the amount of deductions available to individuals on their state income tax, not just the mortgage interest deduction proposed by Governor Brownback.

Shockingly, neither the House unpassed version nor the Senate passed revenue plans comes even close to providing enough revenue to balance the House, Senate or Governor's proposed budgets. As I have said before, we will create a balanced budget but the sausage making is not pretty. The best we can do is what the World War II poster said: ''Keep calm and carry on.''

Another deadline looms: March 22 is the deadline for most bills to clear the Second House. It's a way to trim the list of bills to something more manageable. Of course, there are non-exempt committees that can be used to keep bills alive. The decision normally rests with the leadership.

This week expect: Abortion, budget, immigration, and revenue packages to be the hot topics in the House.
