Our view: Election administration should be nonpartisan

The 2014 general election is 20 months away, but already the race for Kansas secretary of state is shaping up to be one of the most interesting.

That is because Randy Rolston, a Lenexa businessman, plans to file as a Democrat and has put $200,000 of his own money into the campaign. He is challenging Kris Kobach, the high-profile incumbent who has made illegal immigration and voter identification laws the centerpieces of his political career.

Some pundits predict this could become the most expensive secretary of state race in U.S. history with both candidates attracting donors that could push spending on both sides over a million dollars.

Kobach has drawn considerable criticism — including from us — for his focus on illegal immigration and voter fraud. Kobach and his backers have never proven that voter fraud occurs except in the rarest of cases — especially among illegal immigrants, who are more concerned with making a living than casting a ballot. Rolston intends to attack Kobach for spending too much time working on immigration issues in other states instead of taking care of his state duties.

While that political pot begins to stir, we were intrigued with a proposal made by Bob Beatty, a political analyst for Kansas First News in Topeka. In a recent oped piece, he pointed out the absurdity of having a partisan party member running elections in the first place — regardless of which party it is.

Kobach is the former chair of the state Republican Party. Last year, while secretary of state, he operated a political action committee that donated money to candidates running for office, which was perfectly legal. However, as Beatty pointed out, that is like the ''head referee of the next KU-North Carolina game being the former Tar Heel coach and having thousands of dollars bet on the North Carolina players to do well.''

He has a point. There are other options. One is to take election duties away from the secretary of state, leaving the office to handle the business documentation duties it now does. Running elections would be handled by a non-partisan board, as it is done in several states, including New York, Oklahoma and Wisconsin. There are several ways to pick the board.

Beatty points out another way to reform the position is to make the secretary of state a nonpartisan post, unaffiliated with a party.

Administering elections should be nonpartisan, a description that even Kobach's supporters likely would not use to describe him. As Beatty said, the referee shouldn't be cheering for a winner during the game.
