Winners, losers: Your Topeka connection

My Take: I find an increasing disconnect between the expectations of Americans and what they're getting from their governing bodies. This polarization has shown up in our political parties and now in our governments.

To often when this occurs, the interest of our governing institutions and those they serve are not aligned. Satisfaction drops and trust erodes. My goal is to be a pragmatic problem solver and to work toward a better outcome for all Kansans, especially those I represent.

This Week: The annual 90 day session of the Kansas legislature is now under way. Last week in the Governor's State of the State address we heard his plan to provide for the constitutionally required balanced budget.

It has significant tax increases as well as budget cuts and many shifts of funds. Now it is up the legislature to provide our adjustments to care for those we represent. My effort will be toward making a more fair and balanced approach to the revenue side of state government. In addition, I will work diligently to assure the critical functions of state government are funded.

To provide a bit of background, Kansas will have an estimated $480 million dollar or 7.5 percent positive carryover from its 2013 budget.

In addition, last spring the Governor pushed and passed a tax reduction, largely income tax, which combined with a temporary sales tax, which expires July 1, reduces state government revenues by 11.4 percent or $705 million. That is a self-created fiscal cliff in a state where we rightly must have a balanced budget before the legislature adjourns.

Winners and Losers: So who wins and who loses on the revenue side of the equation? Generally this Governor's revenue plans past and present work against moderate and low income Kansans and especially young families. There are many features but lower income tax rates for these folks are more than offset by higher sales taxes and the loss of deductions for mortgage interest and the child care credit.

Young families tend to spend a much higher percent of their income for the necessities of life and have not yet paid off their home.

The big winners under this plan are high income folks, especially the self-employed and those who draw a large share of their income (Schedules C, E or F) from rent, royalty (oil, etc), unearned income and farms. The Governor labels these as the ''Job Creators.'' In addition, as you will see from the cuts to the budget below, many items that are currently paid by the state could well be pushed to the local level where they show up on property taxes.

The Governor 2013 plan includes: making permanent the sales tax increase (+ $262 million), eliminate the mortgage interest deduction (+162 million), suspend the property tax reduction fund payment to local units of government (+27 mil), move $127 million from Kansas Department of Transportation to school transportation and other purposes, re-purpose Casino and Lottery moneys to fund state retirement fund (KPERS), defund Kansas Bioscience Authority to $10 million, sweep Turnpike ($15 million), raid oil & gas valuation depletion trust fund ($14.7 million), and many other shifts.

TWORKS on Track: On a positive note, a really big deal for our area is that the special funding (TWORKS) for major highway rebuilds and major intersection construction, which seems to be still on track. The bad part is that regular highway maintenance is down $245 million in this fiscal year and we can expect that to continue.

We live in a state with a strong record for caring for our extensive amount of roads. That has ended.

K-12: The Governor proposed a level funding for Base State Aid per Pupil for K-12 funding at $3838. This puts funding at the level it was in 1999-2000 down from the level of $4,400 in 2008-09.

More and more of the increased funding that our schools need to operate is now has been made up by ... you guessed it, local property taxes.

The entire shake up of what gets funded and what doesn't is still being uncovered as the Governor's budget was only released a couple days ago.

I am sure we will find more information and I will present the unvarnished facts to you as we learn them.
