Three more file for city commission race Friday

Four people officially have filed for Junction City Commission.

As of Friday afternoon, Mick McCallister, Lawrence Ruiz and Bob Henderson joined Mike Ryan as candidates for three open positions. Seats held by Vice Mayor Jim Sands and Commissioners Scott Johnson and Jack Taylor are up for the city general election, which will take place April 2.

Sands has told The Daily Union he plans to file Tuesday before the noon deadline.

On Friday, Johnson said he still is undecided but also is considering leaving it up to voters to write him in on election day.

Taylor said he does not plan to file “at this time” because he believes in term limits. In April, Taylor will have served 10 years on the City Commission.

Of those who file, the top three in votes received will be elected. The individuals with the most and second-most votes will be elected to four-year terms. The person with the third-most votes will serve two years.

Though candidates run at-large, each commissioner is assigned a portion of the city to represent.

Mick McCallister

McCallister, housing manager for the Department of the Army at Fort Riley, said he wants to help keep the commission on its current course.

“I wanted to make sure that the commission was headed in the same direction that they had in the last couple years,” he said. “That is to continue to pay the debt and lower taxes for the residents.”

Taxes are a significant issue for McCallister.

“We need to get control of our taxes,” he said. “We have probably some of the highest taxes in the state of Kansas.”

McCallister said he has never held an elected office before, but believes he can bring his skills as a negotiator who listens to both sides before making “good business decisions.”

He said he plans to retire within the next year, which would allow him to focus on his duties as commissioner.

“I am prepared for retirement after 34 years of federal service,” McCallister said. “I believe I can bring those skill sets to the commission.” McCallister lives with his wife, Cathy. They have two sons.

Lawrence Ruiz

Like several of his fellow candidates, Ruiz cited the city’s financial situation as one of the primary reasons he decided to run for commissioner.

“I’d like to see some changes and some better government,” he said.

Some of those changes include bringing in more money from programs such as the Community Development Block Grant (CDBG) the city has applied for on behalf of Gatherings on the Prairie. That grant would help fund the restoration of the city-owned building at 617 N. Washington St. It also would allow the popular home decoration and accessory store to expand.

Ruiz, who founded and is an engineer at Quality Trust, said, if elected, he would bring to the commission 30 years of working with state and federal government programs, such as the CDBG. His background in business, however, allows him some flexibility, he said.

“Being a business owner, I’ve seen both sides of the fence,” Ruiz said.

He also would focus on helping Junction City landlords address “unfair' practices at Fort Riley.”

Ruiz lives with his wife Denna. They have two children, a son and daughter, and one granddaughter.

Bob Henderson

After serving 12 years on the USD 475 School Board, Henderson said he is ready to seek a different elected office.

Henderson said he has watched the Class of 2013 from first grade to senior year of high school and feels it’s time to move on.

“I think I’ve gone the full circle over there,” he said. “I’ve never been one for long terms.”

Aside from his experience on the school board, Henderson served as the first retail development director for the Economic Development Commission 23 years ago. He also served on the EDC board from 1999 to 2003.

Owner of Midway Travel and Bob’s Coffee Shop, Henderson said one of his focuses would be local business.

“One of the things we need to do is increase retail development,” he said. “The more we increase retail development, the more sales tax we bring in.”

Henderson added more sales tax would help alleviate some of the burden currently supported by a high property tax rate.

Henderson lives with his wife, Insook. They have two grown children.

Mike Ryan

Mike Ryan knows Junction City has seen its share of financial hard times, but is prepared to face the challenge, should he be elected.

“Yes, the city has a lot of financial problems, but I think I can make good decisions to help the city.”

Ryan, who was the first to file, said the commission’s actions after the coming election will be vital for Junction City’s success.

“Tough decisions are going to have to be made,” Ryan said. “It’s going to take a lot of hard work and compromise just to keep things going and to keep moving forward.”

Ryan, a substitute teacher and member of the Junction City Metropolitan Planning Commission, served 34 years with the Junction City Fire Department and attained the position of chief. He retired in 2008.

Aside from using his experience to help the city address its debt issue, Ryan said he also would focus on public safety.

“Not that we don’t have good services, but due to the financial woes that we’ve been going through, I don’t think the outside training is as good as we need,” he said.

He lives with his wife. They have two sons, one deceased, and a 14-month-old granddaughter.
