Childs: A look back at Junction City 115 years ago

With the beginning of a new year, it is often fun and informative to look back at the way things used to be. This exercise helps us to gage our progress as well as to clearly see that some things never change. Several times we have used the pages of our local newspapers to give us a glimpse of the way things were in Junction City in years past. Therefore, for this second Museum Musings column of 2013 we'd like to assess the happenings and mood of our town 115 years ago via the four editions of the weekly Junction City Republican printed in January of 1898.

New Year's Day in Junction City in 1898 was marked by a very sad occasion, and though it did not grab the headlines, it was very much in the news and in everyone's thoughts that holiday. Miss Etta Sawtelle, one of the town's most popular young teachers, had suddenly taken ill in the classroom two weeks before and had died a few days after Christmas on her 25th birthday.

The funeral service was held on Jan. 1, with practically the whole town in attendance. Eulogized in the Republican as being ''possessed of a beautiful face and a kind, loving and sympathetic nature and a bright and cultured mind'' it was noted that she had been dedicated to her profession and had taught since she was 16 years old. She taught the last five years of her short life in the schools of Junction City. The newspapers carried resolutions of mourning from the Board of Education and numerous other groups and friends throughout the whole month of January.

It was also noted in the Jan. 7, 1898, edition that several officers from Fort Riley had been ordered to depart for Alaska where they would be ''connected with the relief expedition dispatched by the United States government.'' It was construed by the newspaper that ''the government may do considerable construction and if so Major Rucker will undoubtedly have charge of the work.''

This expedition apparently was sent to bring aid to the communities in the Yukon, where six months before gold had been discovered. It is recorded that the town of Skagway in the Alaskan panhandle, which had been little more than a dock and a general store before the news of the strike got out, had ballooned to a city of 4,000 in three weeks time. In the fall of 1897 more than 10,000 prospectors had started on the treacherous overland route from Skagway to Dawson on the Klondike River, but only about 2,000 actually got through. It is presumed that the government expedition was sent to relieve stranded miners or perhaps build roads and much-needed facilities.

The first Republican of the new year also contained an interview with Junction City's most successful and recognized merchant, Capt. Bertrand Rockwell, whose grain, produce and dry goods emporium had been the first to ship Kansas wheat abroad. According to the report, Rockwell was in a reminiscent mood and waxed eloquent on the future of Kansas products in the market place.

The Republican of Jan. 14 reported that the Geary County Commissioners had held their monthly meeting and approved the bond for new Sheriff E.T. Ferrell. As a new sheriff takes office in Geary County this month, we can be assured that the facilities he will operate from are a vast improvement over those of 1898 for the same report stated that the new Sheriff's Department had no headquarters. It was later reported that the new Sheriff had rented rooms Nos. 3 and 4 over Keller's store to be used as the sheriff's office. This was after considerable controversy had been stirred up over Mr. Ferrell's renting of space in the Park Livery Barn for the same purpose. It seems that the new Sheriff had earlier ''attempted to get a lease on the Central barn in order, it is supposed, that he might bring his horses in from the country and start a livery stable, but failing in this he rented the two rooms above mentioned...'' Apparently, critics felt that by this move the Sheriff was attempting to ''give his political opponent the worst of it before he was inducted into office.''

The actions of the ''City Fathers'' were also reported on in the second January issue. In their regular Friday night session the City Council ordered that the city bell hereafter be used only for fire alarms and curfew and it was voted to set aside $1,000 to pay the city hall bond in February. In retrospect, this was a rather ominous action for the City Hall and Opera House building burned to the ground later that same night.

It was also reported that the City Council ''took the initial step to put a sidewalk through the City Park. The improvement committee has been instructed to examine vitrified brick for this purpose. There is no point in the city where a walk is so badly needed.''

In a forecast that sounded rather like the ''El Nina'' motivated prognostications of recent years, Irl L. Hick came forth with a detailed forecast for the winter storms, which would be coming throughout the month of January 1898, and warned farmers and stockmen to be prepared for a heavy winter.

The news from Fort Riley for that week contained the word that Keesee and Mill, the contractors, have completed the work on the new chapel (Main Post) and turned the building over to the government that morning (Jan. 14). A dedication ceremony would be held the following week.

In January's third edition of the Republican, printed on the 21st, the big news was the Opera House fire that was by then a week old. (We have covered this tragic event several times in other Museum Musings columns, so we won't rehash it here.)

Nestled among the fire stories in this edition, however, was a notation telling us that Junction City had been given some national media coverage in the form of an article in the Harper's Bazaar on the presentation of the Ladies' Reading Club building by Bertrand Rockwell in September of 1897. ''Harper's Bazaar contains a splendid article about the Ladies Reading Club of this city, the club building and a fine picture of Capt. B. Rockwell together with a short and interesting article from his pen in regard to the benefits humanity is depriving (sic) from women's clubs.''

In the Harper's article Rockwell extols the advantages of women's clubs and the increased opportunity for education and enlightenment which they bring to the women in small towns and rural areas. ''The intellectual advancement of the mother extends to the daughter and even to the sons and father. Table talk is frequently upon subjects, which are being discussed at the club, and the entire atmosphere of the home is changed through its influence .... The result is often surprising. Some women who have the commonest of school education have developed into leaders. The extension of the work to the farm, which is now being vigorously advocated, is a significant advance. When it is accomplished we will see fewer farmers' wives sent each year to insane asylums...''

By the last week of January 1898, the Republican articles were definitely reflecting a sense of optimism about the year ahead. Business in Geary County appeared to be on the upswing. M.W. Keller, the local groceryman, reported his business had the best January in 20 years. According to the Jan. 28 edition, he informed the paper that ''not withstanding the fact that the roads are almost impassible, his trade for January 1898, had kept up well and this was the best January he ever had.''

The same issue also announced that Junction City's ''Ziegler & Dalton Contractors Got the Job.'' In this case it was the contract for the new courthouse at Hays City. The price was $13,599. ''The citizens of Ellis County will have no controversy with this firm. The work will be done in a first class manner and according to contract. Ziegler & Dalton have erected many buildings all over the country and we have never heard anything but good reports about their work.'' Later that year it was Ziegler & Dalton that were selected as contractors for the new Geary County Courthouse.

The biggest news at the end of January, however, was a movement among Junction City merchants to regulate the closing time of businesses on Washington Street. Up until then stores and shops had stayed open until well into the evening, 11 p.m. being the standard closing time. But in 1898 owners and clerks began to recognize that they too, needed time with their families during the evening hours, and bolstered by the trends in larger cities, they began to move in that direction.

The Jan. 28 Republican contained the following notice: ''We, the undersigned merchants and businessmen of Junction City, realize the fact that our places of business can be closed at 6:30 p.m. with satisfactory results to ourselves and the people of Junction City, and do hereby resolve to close our respective business at 6:30 every evening excepting Saturday evenings, preceding holidays, soldier's pay days, UP Railroad pay days and evenings of the week preceding Christmas. On those times we shall keep open to such times as proprietors see fit. This agreement is to be in force when signed by all dry goods, grocery and clothing houses and to continue until violated by any signer of the same.''

In typical Junction City fashion, this movement met some resistance, but within a few months something else had taken the headlines and the spotlight and the policy was quietly enacted. However, one can rest assured that in a community where there is always an opportunity for discussion and the airing of differing opinions, and where the actions of officials are subject to public scrutiny, democracy is alive and well. And in Junction City, Kansas, that seems to be the case — both yesterday and today.
