Seiser: A snowy conundrum

When about 3.5 inches of snow fell on New Year's eve, I didn't expect four days later to still see the white stuff covering side streets and residential roads throughout Junction City.

However, that was the reality late last week and apparently standard operating procedures in the city. At least that's according to city leaders and snow removal policies.

Since our story Saturday about the conditions of the roads and the city's reasoning and policies regarding plowing, much of the snow has melted and now those same streets are clear.

Just more than one week ago was the first significant and lasting snow of the season and the first real situation that included snow-covered streets that I have experienced here in Kansas.

Not knowing what to expect at all with regard to plowing and the condition of the roads here during a snow fall, I really have no complaints about the job that was done by the city and the surrounding areas during and after the snow event.

On New Year's eve, plows were out in force here in the city and around the area. They were plowing and laying down sand as the snow fell throughout the evening.

Conditions on the main roads were about the best they could be under the circumstances.

Believe me, living in the ''great white north'' my experience has been some cities do a better job plowing, have more equipment and personnel to handle the job and some even lay more salt and have excellent plans in place to deal with the snow.

Where I come from, it wasn't rare for side streets to be done last or even the day after the snow stopped after all the major roads were cleared.

Sometimes, your side street was cleared right away, other times, it never seemed to get plowed and for days and weeks, we were slipping and sliding on our road.

So, I do understand frustration of those who live on the residential roads in Junction City that were left relatively snow covered and slippery days after the snow fell.

The city closely follows a written procedure to determine how the city will address streets after a winter storm, which are categorized one through four based on severity. Monday's snow was considered a Category 2 storm, which leaves out about 80 percent of the residential roads from being plowing.

There are acceptable reasons for this type of procedure in my mind. Unlike areas north, the snow tends to melt relatively quickly in Kansas, so that must be considered in this procedure.

We also must remember plowing and the laying of sand and salt isn't good for the long-term upkeep of the road surfacing. Often, plowing leaves significant damage to the top layer of roads, requiring additional and costly maintenance later.

Overall, the city's multi-faceted plowing policy that is determined by the amount of snow that falls makes sense in most ways. More than 170 miles of roads is quite a tall order as it is costly and time consuming to plow and ensure all streets are clear.

Safety of course is very important, but being realistic and cost-effective are considerations the city must make as well.

I think the city found the right mix for the latest snowfall.
