Our view: A tough legislative session coming

The Kansas Legislature convenes in mid-January facing a projected $295 million budget shortfall for the fiscal year that begins next July. That shortfall is in large part due to the reduction in individual state income taxes that takes effect Jan. 1, 4.9 percent from 6.45 percent, as well as an increase in the number of business owners who pay no state taxes.

That is projected to cost the state approximately $4.5 billion over the next decade, according to an Associated Press story.

Compounding this state's own fiscal cliff is a scheduled drop in the state sales tax in July, from 6.3 percent to 5.7 percent. That takes place because the present rate when enacted in 2010 was ''temporary.''

It was raised to balance the budget and not force even further cuts in education and social services under then-Gov. Mark Parkinson, as the state grappled with steep revenue losses during the height of the recession.

Now Kansas Chamber of Commerce leaders and some Republican state lawmakers favor keeping the sales tax rate where it is in exchange for further reducing the state income tax rate. If that is the only option, the end result is once again shifting more of the tax burden to lower income families while the wealthy pay less in taxes.

People who make less money spend a higher portion of what they make in sale tax than the wealthy do — on groceries, clothes and their basic needs.

Further, if the state is already facing a nearly $300 million budget deficit, it doesn't make a lot of sense to cut taxes anywhere, beyond what was already reduced in the last legislative session. Gov. Sam Brownback has already ordered state agencies to prepare budgets with 10-percent reductions.

In the wake of the massive cuts the state has made over the past five or six years that scope of reduction across the board is cutting into the bone, not the fat.

The governor has already proposed cutting higher education by 8 percent in the next session. What will happen to public education funding is anyone's guess at this point.

But the state's leaders still seem to be more interested in cutting taxes than meeting the state's needs — in education, social services, highway infrastructure and job growth.

It is probably not going to be a very pretty legislative session.
