City to pay Chamber about $106,000

How much funding the city will provide to the Junction City Area Chamber of Commerce for economic development services finally has been settled.

City Commissioners Tuesday unanimously approved updates to several contractual agreements between the city and the JCACC, which were set to expire at the end of the year.

Within those contracts, the city states it will provide 75 percent of one mill to the chamber in quarterly disbursements.

The city will hold the remaining 25 percent to build a reserve fund for future economic development projects.

In the past, the city has provided one mill, or about $170,000 in property tax, while the county has given half a mill, about $106,000.

Originally, city and chamber representatives had indicated the chamber would receive about $135,000, or 80 percent of one mill, and $35,000 would be held for the reserve fund, about 20 percent.

On Tuesday, Chamber CEO Tom Weigand said, overall, he was pleased with the agreement reached.

“We’re 95 percent satisfied with it — just the five percent (difference in funds),” Weigand said. “But 75 percent is fine. We’ll live with that and we like the approach so far.”

City manager Gerry Vernon said he hopes to build the incentives fund over time so the city can help finance projects that would bring businesses to Junction City, as opposed to the chamber or city relying solely on grant funds.

Commissioner Scott Johnson said the city needs to be careful with how it manages the reserve fund.

“I think one thing is a lot of people are concerned some, whether it’s the storm water fund or whatever fund it is, that the city’s building up all these reserves,” Scott Johnson said. “A lot of people think they know what to do with their own money and they don’t need somebody else investing it. They’ll do their own economic development with their business or whatever.”

Johnson added transparency regarding how the funds are used will be important.

“I think we need to keep everybody informed what’s in these funds, what we’re going to do with it and it’s really scrutinized because, you know, a lot of people would rather just have lower taxes and not have the government decide what they’ll do with their money,” he said. “We’ve got to be careful getting these funds built up (with) too much money in them and have a clear purpose for the money.”

The City Commission will have the final say on how the funds are spent. Other approved amendments include a reduction in size of the Economic Development Commission from 11 to nine members.

The city and county each would appoint three members and the chamber would appoint one. One city commissioner and one county commissioner would sit on the board as nonvoting members.

Vernon, who spearheaded the proposal to downsize, has said the smaller number of representatives will eliminate redundancy in the voting process because several EDC board members, such as the city and county commission representatives, already are on other voting bodies.
