Wood: Consider fees before buying prepaid cards

Prepaid cards are certainly growing in popularity. They can be used for purchases, ATM cash withdrawals, paying bills online and receiving income through direct deposit. They are readily available with no credit history requirements.

Prepaid cards are also a common option when receiving rebates and even government payments such as Social Security or tax refunds in some states, when the consumer does not have a bank account for direct deposit.

Prepaid cards can be tricky and do have some disadvantages, though. If you are unbanked and using prepaid cards, or thinking of purchasing one as a gift for the holidays, be aware of the following.

Prepaid cards do not help you build your credit history (unlike credit cards and bank accounts)

Users are not protected if the card is lost, stolen or used without permission (unlike credit and debit cards).

They can be costly, as there are many types of fees. When choosing a prepaid card, be sure to think in advance about how you will use the card, and find a card that has low fees for the services you will use.

According to Consumer Reports, fees to compare when choosing a prepaid card include the following: activation or initiation fees, monthly fees, point-of-sale transaction fees, cash-withdrawal fees, balance-inquiry fees, fees to receive a paper statement, fees to call customer service, bill-payment fees, fees to add, or ''load,'' funds, dormancy fees for not using your card, fees to get your remaining funds back when closing the account and overdraft or ''shortage'' fees.

The best options I've seen have no activation or monthly maintenance fees, online bill pay, and even apps that let you deposit checks, as well as fee-free withdrawals at many ATMs.

Some of the costliest cards come with some sizable charges: $4.95 to activate the card and a $4.95 monthly fee.

If using, or planning to use, prepaid cards, be aware of their limitations and, like anything else, understand the products before buying.

This is my last column for the Daily Union. I am taking a couple weeks off, a combination of vacation and holidays to be home when the kids are back for Christmas. Effective Jan. 7, I am moving to the Extension Office in Saline County, which is part of the Central Kansas District, where I will focus on resource management (personal finance), which is my degree area. I have enjoyed working with the people here in Geary County and the surrounding area the last 2 ¾ years, and wish you all the very best.
