Local candidates make final appeal to voters

With the final ticks remaining on the Election 2012 clock, candidates for local and state government positions are making a final push to the finish.

On Tuesday, after all the votes are counted, candidates will learn how successful their campaigns were. Until then, however, their efforts to collect votes continue.

In Geary County, those votes will determine a new sheriff. Democrat Anthony Ricks, 47, and Republican Tony Wolf, 38, have squared off in what arguably has been the most contested race for office.

Both candidates are currently employed by the sheriff’s department and have years of law enforcement experience.

Ricks has said he will work to review all department policies and procedures, making sure they conform to national standards. In a questionnaire published Nov. 1, he went into detail on the benefits of accreditation.

“It requires an agency to develop a comprehensive, well thought out, uniform set of written directives that conforms to a national standard,” he stated. “It is a means for developing or improving upon an agency’s relationship with the community by strengthening our accountability, both within the agency and the community. Accreditation can limit the sheriff departments’ liability and risk exposure because it demonstrates that internationally-recognized standards for law enforcement have been met.”

According to Ricks, accreditation is a $14,775 investment.

However, Wolf stated accreditation would cost much more. He stated after “fees, man-hours, and whatever changes to the building (The Commission on Accreditation for Law Enforcement) requires,” accreditation could cost more than $300,000.

“Everything you do with this CALEA organization costs a fee, and that costs the taxpayer more money,” Wolf stated. “I will not foolishly spend taxpayer money like this.”

Both candidates also support a revitalization in some fashion of the neighborhood watch program to help fight area crime.

Geary County Commission District Two

Republican candidate Mike Watson, 64, and Democrat incumbent Larry Hicks, 63, have made known their friendship throughout their respective campaigns.

At a public forum Oct. 11 at the C.L. Hoover Opera House, Watson explained his decision to run against Hicks.

“I am doing this (running for office) because friends and neighbors felt I could do a better job,’’ he said. “That is nothing against Larry.”

Hicks also expressed respect at the forum.

“Mike is my opponent and friend,” he said. “He has been a good public servant. We will still be friends no matter how the vote turns out.”

Hicks has said his top priorities if re-elected would be to create a more diverse workforce at the county and at the Geary County Sheriff’s Department. He also would find new revenue streams to help out taxpayers and create a five-year vision plan for the county.

Watson has emphasized he would attempt to keep taxes down and improve county roads.

Geary County Commission District Three

Democrat candidate Don Patterson, 72, said at the Oct. 11 forum and restated in the recently published questionnaire he feels he could do a better job than Republican incumbent Florence Whitebread, 75.

At the community forum, Patterson said he felt he could be a better representative of the county’s farmers. In the questionnaire, he stated he “would provide closer supervision and require more effective management and positive training” for county employees.

Whitebread, who has 20 years of experience on the county commission, said at the forum she has seen the county make significant strides and progress, and wants to serve as commissioner for four more years.

Like Watson, her fellow Republican, Whitebread has focused on transportation issues and county roads as her top campaign issues.

“I feel our roads and bridges are in very good condition,” she stated in the questionnaire. “We have a plan in place for resurfacing roads on a rotating basis and of the 85 bridges 20 feet or longer, we have only seven bridges with low enough rating to qualify for federal funding.”

Patterson has criticized county road and bridge conditions.

Kansas House of Representatives District 65

The only truly contested state-level race for Geary County voters pits Republican Allan Rothlisberg, 67, against Democrat Melody Saxton, 61.

In the candidate questionnaire, Rothlisberg explained the key differences between him and Saxton.

“Some of the main differences are that I believe in the free market system with common sense rules and regulations,” he said. “I believe in a small, limited, agile government. The larger government becomes means more rules and regulations, which stifle growth and innovation.”

Rothlisberg also stated he does not believe in the collective mindset, which differs from Saxton’s approach.

“I believe that government is best when it operates in the spirit of cooperation and compromise and will work to mitigate differences in Topeka so that all Geary County citizens are able to express their views and be heard as one voice,” Saxton stated.

Saxton has said if elected she would focus on balancing taxes, preventing high property taxes, rural issues and education.

Kansas House of Representatives District 68

Republican Tom Moxley of Council Grove is running unopposed in District 68, which covers about 11,000 people in Geary County.

Moxley said at the Oct. 11 forum he will be pro-business and pro-education.

“I’m going to be (for) those because I think they are important to the growth of this community and this county,” he said. “There are some things the state can do and some that it can’t do. But we can work on those things.”

Kansas Senate District 17

Also new to Geary County constituents is Republican Jeff Longbine of Emporia, who defeated Junction City Republican Jim Fawcett in the primary.

Longbine’s opponent, Democrat Susan Moran suspended her campaign and is no longer seeking the position.

While campaigning in Geary County, Longbine has focused on getting to know his constituents and learning about issues such as military affairs.

“I am trying to learn as rapidly as I can about military affairs and how the state can aid in the military presence, particularly in this area, which I know is very important,” he said Oct. 11.

Kansas State Board of Education District Six

Geary County voters also will have a say in whether Republican Deena Horst or Democrat Carol Viar, both of Salina, represents District Six of the State Board of Education.

District Six covers a significant portion of Kansas.

Horst, a former teacher, has pointed to her experience during her campaign. She was as a state House representative for 16 years and served on numerous education committees.

Viar has experience as a school board member at USD 306 and has described herself as a “life-long learner.” At the Oct. 11 forum, she said she has been preparing to run for the board for five years.
