Wood: Medicare enrollment period fast approaching

In addition to learning last week what Medicare Part D, prescription drug plans (PDP), will be available in 2013, we also learned what Medicare Advantage plans will be available in the county.

Sterling Life Insurance Company has discontinued their Medicare Advantage plans in the State of Kansas, including the Windsor Sterling Gold Access Plan and the Windsor Sterling Silver Access Plan here in Geary County.

Beneficiaries in the area enrolled in either of these two plans should have already received a non-renewal letter from the company. The letter explains the available choices for coverage next year.

First, you may choose to enroll in another Medicare Advantage Plan during the Annual Election Period (AEP) between Oct. 15 and Dec. 7. If you join a Medicare Advantage Plan that does not include Medicare Prescription Drug (PDP) coverage you may also join a stand alone PDP.

Each Medicare Advantage Plan is different. Although all Medicare Advantage Plans must cover at least the Medicare Medically-Necessary Services, Medicare Advantage Plans can charge different deductibles, offer co-payments (for instance $30 per office visit) or various co-insurance terms (such as 20 percent of the procedure cost). Some Medicare Advantage Plans have a limit on how much you can spend in a year and some MAs do not have a limit on spending. Medicare Advantage Plans may also offer additional services like eye care, dental care, and fitness programs.

There are several questions you will want answered before making any decisions on a Medicare Advantage plan. In general, we usually remind people to look at the cost, coverage, convenience, company reputation and comments from other members.

Most plans are local or regional, so if you travel they may not cover you outside of your home area. Make sure your doctors and other health care providers are in the new plan's network, unless you have the ability to pay extra or are willing to change doctors.

If your Medicare Advantage plan stops giving care in your area, it also creates a Special Enrollment Period for a Medicare Supplement Insurance, or Medigap, plan. This means the beneficiary is guaranteed issue of a Medigap plan if they choose to return to Original Medicare and enroll in a supplement plan. This option may be particularly important if you have a health condition that prevents you from enrolling in a supplemental insurance policy otherwise.

The letter you received from your Medicare Advantage plan will explain this. Keep the letter because you may need to provide it to a Medigap Plan as proof that your Medicare Advantage plan has left the area.

According to the Centers for Medicare and Medicaid, when a beneficiary is enrolled in a Medicare Advantage Plan and that plan is leaving Medicare or stops giving care in the area, or the beneficiary moves out of the service area the beneficiary may purchase any Medicare supplement plan A, B, C, F, K or L that is sold in Kanas.

Beneficiaries only have this right if they switch to Original Medicare (Part A and B, when you use the red, white, and blue card) — not if a switch is made¬ to another Medicare Advantage Plan.

A beneficiary¬ must apply for a policy as early as 60 calendar days before the date the health care coverage will end, but no later than 63 calendar days after the health care coverage ends. Medicare supplement coverage can't start until the Medicare Advantage Plan coverage ends. The beneficiary may also join a Medicare Prescription Drug Plan between Oct. 15 and Dec. 7.¬ 

The last alternative would be to do nothing and go back to Original Medicare without any additional coverage. If you go back to Original Medicare you may also pick up a prescription drug plan during the annual enrollment period.

If your Medicare Advantage that left the area included the Prescription Drug Coverage then you will have a Special Enrollment Period (SEP) for prescription drug coverage. This SEP runs from Oct. 15 to the last day in February, but you will be without coverage after Dec. 31, so I would highly recommend enrolling during the Annual Election, or Open Enrollment period prior to Dec. 7. If you lose your Medicare Advantage PDP because of non-renewal and you do not join a PDP by the end of February you will not have drug coverage in 2013 and will pay a penalty for your Part D plan as long as you have Part D coverage.

Bottom line, be sure to understand the coverage before enrolling and seek help if you have questions.
