Seiser: MPO could be good for JC if done right

The words ''Metropolitan Planning Organization'' make some people yawn and desire to discuss another topic. It sounds like it could just be more talk of local government cooperation, which often can result in a waste of time, energy and money for area communities.

But it also could be something that brings future benefits to Junction City and the surrounding area.

In April 2012, the city of Manhattan was notified that it had been classified as an Urbanized Area in the 2010 Census. That means the region is required to create an MPO which serves as ''a forum for cooperative transportation decision-making in metropolitan areas.''

According to the city of Manhattan website, the MPO is ''responsible for carrying out the transportation planning process that ensures transportation investments occur through a comprehensive, cooperative, and continuing process.''

Since, there have been discussions and disagreements about what communities and areas will be included in the map boundaries for the MPO.

Junction City seems to be an area that is on the road to be included in the MPO, while the inclusion of Ogden, Grandview Plaza and Fort Riley is in limbo. Right now, it appears as though Manhattan officials have all the control here.

A Thursday night meeting in Manhattan didn't change that feel for local Junction City and Geary County officials. That meeting came on the heels of the Junction City Commission's discussion about the topic on Tuesday and apparent willingness to become involved at a total cost of between $101,000 and $117,000 over five years.

According to Flint Hills Regional Council executive director Ty Warner, involvement in the MPO means ''you have control over the federal public transportation funds that would otherwise be decided by KDOT. It doesn't bring extra dollars for road projects. It's a matter of control over those dollars for road projects.''

At the same time, Manhattan would be funding more than twice as much for this MPO as Junction City.

Does that mean Manhattan will have more control of the KDOT funding and more members of the board? If Manhattan rules the MPO, how much will they guide KDOT funding to Junction City transportation projects?

Those are the lingering questions. It seems as though the way the process has gone so far, the answers are starting to become more clear and that should make Junction City officials skeptical.

Despite the questions and concerns, if given the opportunity, Junction City can't really take a chance to not be involved. All it will take is one project funded for the benefit of Junction City that wouldn't have occurred without the MPO. That will probably pay for the five years of funding for the MPO and then some.

It's understandable to have reservations about spending taxpayer money when the benefit are unknown. City leaders are doing the right things and asking the right questions.

There is one solution that would likely be in the best interest of all involved — the MPO being managed by the Flint Hills Regional Council.

Right now, it appears as though Manhattan officials are reluctant to give up control.

Having the FHRC lead the MPO may be the only way to ensure Junction City's needs — as well as those of other communities — are considered fully. That's the most important question that needs to be answered for Junction City. Until then, it may be the right thing for Junction City officials to proceed with caution.
