City commission approves 2013 budget

Sometimes money has to be spent for financial conditions to improve.

That's the conclusion the Junction City Commission reached when it approved its 2013 city budget. Commissioner Scott Johnson voted against approving the budget following the public hearing Tuesday night.

During Tuesday's lengthy budget hearing, members of the public expressed their concern over the city's $156.18 million debt before the decision was reached.

Mark Sanders questioned commissioners on why the city is spending more on the general fund than last year and less on debt than last year.

The city will use 33.24 of the total mills to pay off debt and 8.5 mills will go toward the general fund. The city used 35.07 mills toward paying debt and 4.16 mills went toward the general fund in 2012.

Sanders said he would like to see the city shorten the amount of time it will take to pay off its debt. He related the situation to personal spending.

''Do you pay more of your bills or do you spend?'' Sanders said.

Mayor Pat Landes said he didn't want to lower the tax rate too much after making a $15.14 million payment on debt last year.

''I think we can still keep whittling away in time,'' he said. ''I'm hesitant, just one year away from our highest debt payment, giving this away.''

Johnson wanted to see ''a couple'' more mills cut.

''Taxes are higher than anywhere else in Kansas,'' he said. ''The way to grow out of this is to get more houses and businesses in here to pay taxes.''

Commissioners also talked about how to improve or cut spending on Spin City, the C.L. Hoover Opera House, Rolling Meadows Golf Course, and Freeman Field airport.

Under the budget, Spin City will receive $236,620, the Opera House will receive $276,923, Rolling Meadows will receive $575,320 and Freeman Field will receive $125,035.

Johnson said these local amenities could take spending cuts to help relieve taxpayers.

''A lot of cities don't have roller rinks, they don't have Opera Houses and they don't have airports that a few people use,'' he said.

Landes suggested the city look into selling Spin City.

Several commissioners agreed that the county should help pay for Rolling Meadows, which is self-sustaining, since county residents also use it.

According to city documents, the 2013 budget of $47.54 million is up from $45.39 million in 2012 and $39.14 million in 2011. The property tax rate is 48.26 mills as opposed to 50.26 mills in 2012 and 48.28 mills in 2011.

The city's indebtedness includes $117.82 million in general obligation bonds, $17.47 million in revenue bonds and $20.89 million in other borrowing.

Commissioners must file the 2013 budget to the Geary County clerk by Aug. 25.
