If elected, what are your plans for dealing with the recent tax bill signed by Gov. Sam Brownback? Why?

Upon reflection, most accountants have some concerns about the bill. It needs some technical revisions. Gov. Brownback acknowledges that the bill should be considered an experiment. I favor a close analysis of its effect on future revenue. I would consider modifying the income tax cuts to make them across the board instead of benefiting just a few corporations. I would also consider reducing the income tax cuts if it meant that property taxes increases could be avoided.

What makes you more qualified than your opponent to make a difference in Topeka?

Both of my opponents are honorable men with high values. In this race, there are three choices.

The moderate, (Roger Reitz) has voted against our interests. Sen. Reitz’s apparent lack of interest in serving us is shown by his last-second decision to seek re-election.

Reader has close ties with the Kansas Chamber, which is running thousands of dollars of ads on his behalf. Remember, the Kansas Chamber opposed a sales tax that generated money for our schools and roads, then lobbied for the income tax cuts that threaten school funding and may result in increased property taxes. I will vote to protect our district from these ultra-conservative moves.

The bottom line is trust. Reader is home-schooling his seven children. Can we trust him to be the best advocate for our public schools? Can we trust Roger Reitz not to sell us out because he wants to always vote with his friends?

The people of this district can trust me, a farm boy who grew up in this community, has Kansas values and has been an active Republican all his life.

What are your specific ideas to put Kansans back to work and how will you go about leading the change?

There are a number of suggestions:

1. Every year we look at the school finance formula. We need to simplify the formula. Allow the school districts more discretion in the use of their money.

2. For decades, legislators have sought a unified budgeting process so we can measure efficiency of our school systems. It is difficult to achieve efficiency without uniform measurements throughout the 300-plus school districts.

3. Each year, school districts are facing the need for efficiency by voluntarily consolidating administration, staff and buildings. Consolidation means that we can put more money directly into teachers. That consolidation process needs to be encouraged.

4. The education budget should be passed first. Then we can adjust the other budgets of state government accordingly. This practice of not passing any budgets until the veto session has got to stop.

At the end of the day, our property tax payers must feel that they have some control over their schools, that they are receiving a fair value for their investment in their school and that all taxpayers (income tax payers and sales tax payers) are paying their fair share. That is the Kansas tradition. I believe we can make Kansas better by following this tradition.
