If elected, what are your plans for dealing with the recent tax bill signed by Gov. Sam Brownback? Why?

The tax bill will shift the financial support for education to the local government responsibility in large measure. This will mean the onerous property tax will have to be increased to cover the loss of the income tax. The local taxpayer will find that offensive and smaller counties with marginal populations will not be able to make the adjustment on their property tax. Likely a sales tax increase would be forced upon the commonwealth. An unlikely alternative would be an attempt to repeal the governor’s plan entirely.

What makes you more qualified than your opponent to make a difference in Topeka?

My advantage is that I know the territory. I know the ongoing leadership in the Senate and the people in the two most powerful committees, Ways and Means, which controls the finance in bills offered to the Legislature and the governor as well as federal and state affairs. I have met most of the lobbyists and value their input in state legislation. The state bureaucracy is well known to me and can be called upon to help with constituency problems. Knowing the lay of the land is crucial to being able to get things done. I have been there and can produce.

What are your specific ideas to put Kansans back to work and how will you go about leading the change?

The state cannot increase government jobs except to a very limited degree. The state can position itself to work with the private sector to bring quality jobs into the state and enhance economic growth.

We can continue the one-cent sales tax and maintain 0.4 cent part of that tax for transportation needs such as funding for highways, bridges, road repairs and airports. This is money, if left alone by the Legislature, that the state can unilaterally use for jobs defining infrastructure. I am on the transportation committee and can favorably influence positive movement of enhancing legislation.
