Family: I am married to Kelly (Bonner) Niemczyk, a local realtor, and together we have three children.

Technology in policing appears to be a key topic for the sheriff’s department. What specifics are you talking about when looking toward the future of policing?

Technology is constantly changing, and we have to stay at the forefront of that technology. We need to utilize every new piece of technology that we can get our hands on. Faster and smarter computers, stronger and more accurate radar units for effective traffic control. Advancements in communications technology, such as lighter and more powerful hand-held radios. Cellular telephones that have a stronger, longer battery life and are capable of sending and receiving both person-to-person calls as well as text messages, no matter what the terrain is.

We will also have to start looking at new technologies in patrol vehicles. The car manufacturers are coming out with a wide range of vehicles that are built with law enforcement in mind. The vehicles are lighter, faster and most importantly, more fuel efficient. We will need vehicles that offer both comfort and protection for our deputies, as well as the storage space for all of the equipment that they are required to carry in their vehicles.

The Geary County Sheriff’s Department currently utilizes several different types of vehicles for patrol and other duties. We have several pick-up trucks that can be used for hauling additional equipment to and from major incidents. We use a full-size van for prisoner transports, and Ford Crown Victorias for patrol deputies to drive while on patrol. We also have several Dodge Chargers that offer both speed (when needed) and dependability.

I will continue the use of these multiple vehicles because we need them to do our job more effectively. No one vehicle does it all, and we have to be prepared to meet any challenge and be able to respond to any incident in a safe and efficient manner.

It’s easy to say, “I want to move the department forward.” In your mind, what does that mean and how would you try to accomplish that?

Moving the department forward means working with all the members of the community to be able to provide the safe and secure community we all want. A place for our children to grow and be safe, and to become productive citizens themselves as they prepare to assume the various leadership roles they will have as they become the leaders of our community.

It also means retaining our most experienced employees and making sure that they are able to provide guidance to younger employees. Giving all of them a safe, professional department to work in, and giving them the proper training and equipment to complete their jobs is a safe and professional manner. I would see to it that every employee has an opportunity to advance, in their career, as high as their knowledge, ability, experience and talent will allow them to.

Being responsive to the needs of the community, accepting that there will be differing opinions from time to time, and be willing to accept others for who they are. This is one of the most diverse communities in the state and we need to use that diversity to the benefit of everyone. We will have to work together to keep this community safe and keep the department moving forward.

It also means exploring new ideas and new technologies available to law enforcement, and not having the mindset that, well we didn’t need it last year, so we don’t need now. Times change, and we have to be willing to change with the times or face getting left behind.

What do you see as the functions of the sheriff and how do your personal qualities and characteristics fit in with that definition?

The sheriff is the leader of the department, and the best way to lead is by example. The sheriff sets the standards by which all of the employees will be judged, and the sheriff has to work twice as hard as anyone else, and when he does that, the other employees will respond by working as hard as they can, too. The sheriff has to display a positive attitude every day, regardless of what may be occurring in his professional or personal life. People see a negative attitude and they feed off of it. That applies not only when he deals with fellow employees, but with the citizens as well.

Most importantly, people want to be treated with respect and know that they matter to the department, not just as an employee, but as a person, too. And that also applies when the sheriff is dealing with the citizens from the community, as well. Citizens want to know that when they voice a concern to the sheriff, that those concerns do not fall on deaf ears. The sheriff has to keep an open mind and be willing to listen to all points of view before determining what course of action to take.

The sheriff also has to be a peace maker from time to time, because when you have so many different personalities working together, there’s going to be friction between individuals and the sheriff will have to find a solution that is acceptable to everyone concerned without showing any kind of bias.

I feel very strongly that I have the personality and the strength of character to fulfill these requirements. Through my work with the many different civic organizations that I volunteer my time to, I have learned to be patient, be respectful, be polite and be accepting of others and their opinions.

I will never ask someone to do something I myself am not willing to do. I will never expect more from someone then I will expect from myself, and that includes both my professional life and my personal life. And when I give my word, I keep it, for keeping your word is the one true measure of a person’s character.

Finally, you have to treat people as you would expect to be treated. I will treat people with honesty, respect and dignity, never holding them to a higher set of standards than I hold myself to.

How do you view crime in Geary County? Is it high or low, and what do you do about it?

Any time you have an increase in the number of people in a community, you are going to have an increase in criminal activity within that community, and Junction City/Geary County is no different. We have seen an increase in criminal complaints being filed with the department within the past year or so, especially in the area of person-on-person crimes. Those are the most difficult crimes to try and plan for because they can occur at any time and at any place.

Property crimes can also occur at any time, but there are certain times during the year when they most occur and we can allocate our resources to help combat those types of crimes.

We will need to be a more proactive department and less of a reactive department. We never know the crimes we prevent just by being seen in a particular area. We will need to be more visible and let people know that if they commit a crime, a sheriff’s deputy will be close by to respond and hopefully be able to apprehend the perpetrators and hold them accountable for their actions. We will have to work with the County Attorney’s Office to ensure that they have all of the necessary information available to successfully prosecute the cases we present to them.

In all, it will take a team effort between, law enforcement, the prosecutor’s office and the community to keep this a safe community and to reduce the impact of criminal activity on our citizens.

Why should voters choose you over your opponent when they head to the polls?

I feel that I am the most qualified candidate for job because I know the Junction City/Geary County community. I have lived and worked in this community for over forty years, I know where our strengths are and where our weaknesses are, and I know the importance of the ongoing relationship between Fort Riley and the other surrounding communities. But most importantly, I feel that I know the people of our community, they are good, hard-working people that deserve the best, most professional law enforcement agency that we can give them.

I will work to ensure that we do everything we can to retain our veteran employees so that they will be in a position to pass their skills and knowledge on to the next generation of employees. Nothing speaks as loud as experience, and we have to be able to keep our most experienced employees, for they will serve as a bridge to the future.

I will work to improve the relationship between the department and the citizens of our community, making sure that the lines of communication remain open and making sure that the employees of the department treat all members of this community with dignity, respect and courtesy, regardless of that person’s race, creed or color.
