Childs: Local education impacted by war buildup — twice

This column is the third in a four-part series marking the 150th anniversary of the organization of the first official school district in Davis (Geary) County in July of 1862. Today we shall address the rather unique Departmental School that operated in the High School building at Sixth and Adams streets from 1930 until unification in 1965 expanded and re-arranged the way school facilities were used in our town. Next week we shall conclude our educational odyssey with a look at early Fort Riley schools.

The boom time that hit Junction City with the United States' entry in 1917 into the Great War that had been raging in Europe since 1914 caught Junction City off guard. All spare space was put to use. Mrs. W. A. Smiley, the wife of a Junction City physician at that time later recalled: ''I'll never forget the use of the City Park during the war. It was literally covered with people at night. Every morning one could see the newspapers spread all over the ground where people had laid on them during the night.'' The schools were so crowded that in some cases pupils in the lower classes went to school two years to complete one grade. One year they attended in the morning, the next year in the afternoon.

The crowded conditions that came with the great influx of residents during World War I motivated a call for school expansion and a 1917 bond issue was approved for the purpose of building a new Junior High School building. The building was constructed in 1919 and the freshman class moved out of the high school building at that time. The new building was one of the best equipped in the state and thus many of the high school classes such as manual training, physical education, domestic science and chemistry were conducted in the Junior High building during the 1920s.

As the 1920s drew to a close even the reduced three-class high school student body had outgrown the grand building at Sixth and Adams. Another bond issue was voted on in 1928, which would demolish the old Lincoln and McKinley buildings and salvage all usable material to construct a new building beside the old Washington School. A new building was also constructed on the Franklin school grounds and the Junior High building at Ninth and Adams streets was expanded to house both the junior and all senior high school classes. The old high school building would be extensively remodeled to become an administration building and departmental school, which was comprised of all sixth grades in the city. Thus the last Junction City High School class that would call this building home was the seniors of 1929.

The Union in November of 1929 ran a comprehensive series of articles on the changes in the city schools and it was observed here that ''the remodeling of the old high school building is an interesting piece of work. The native stone exterior has been preserved in its original style for posterity. The interior has been so arranged and remodeled that the hundreds of men and women of the town who attended high school in the old stone building will hardly know the place. The plant now consists of classrooms, cloak rooms, council rooms and committee rooms. The stairways are entirely changed and a new flight of cement steps leads to the second floor, where the only unchanged room in the building is found. The Assembly Hall, in which assemblies were held at least once a week, remains the same as it always was. A supply and book room from which all supplies for entire school system are issued is located in the basement.''

The report continued, ''The first class of sixth graders, along with Miss Cora Campbell, the principal, are delighted with their new quarters and with characteristic enthusiasm and earnestness they have determined to run their new school like a city. A mayor and three commissioners are to be elected and they have already registered and nominated their candidates and will hold their primary next week.''

Those who attended Junction City's Departmental School during the next 35 years had a unique experience indeed. Especially during the 1930s and 40s memories of this one-year sojourn at Sixth and Adams are choice. During those early Departmental years activities included a harmonica band in which all boys in the school were members. This group was among the featured performers at the open house showing off JC's new school facilities in the fall of 1929.

According to the write up in the Union, ''Perhaps none are looking forward to the unveiling with more pleasure than the Harmonica Band from the departmental school. Every boy in the school belongs to the band and the personnel is completely new since September, the last year boys who were so popular for their melodious mouth harp tunes having graduated into the seventh grade. The band boys have the spiffiest red ties and snappiest red caps that band boys have ever worn in Junction City.''

Music seemed to have played a major role in the departmental experience based on the recollections that have been shared. One these activities that many recalled was the Walter Damrosch broadcasts. Every week the students would gather in the auditorium and listen to these syndicated classical music radio programs. Cathern York LaHolt, who attended the Departmental in 1930, summed up the experience in three words, ''boring, boring, boring!''

On the other hand the late Bob Waters, who was a Departmental student a year or two later, credits listening to the Walter Damrosch hour with the development of his interest in classical music. He said he learned to pick out the various instrument sounds and recognize the classical compositions and composers from these once-a-week sessions. He said they had a work book in which they were to fill out or complete assignments after each broadcast. Usually he had no trouble doing this. However, he does remember getting in trouble with Miss Campbell on one occasion when she caught him drawing whiskers on some composer's face pictured in the work book. He reported that ''a sharp slap to the side of his head'' quickly brought his attention back to the subject at hand.

All during this Departmental era, the building at Sixth and Adams also functioned as the administration center and it housed the superintendent's offices and the School Board meeting rooms on the main floor. This area was remodeled several times over the years as needs required. The late Superintendent Harold Deever reported that when he first came to work here in 1958, his office was located in the very small room that now houses the museum director's office.

The World War II years brought expanded class size and changes to the neighborhood. But the Departmental building, sturdy and strong on the corner, reminded all who entered and all who passed by that this crisis too would be met and conquered, and life would return to normal in Junction City, even if some of those who had gained their education in the old building would not return.

This war, too, brought major changes and additions to Junction City's school facilities, though it took a while to see the harvest. By 1948 a bumper crop of ''war babies brought the beginning of another enrollment explosion for the local school, which prompted additions and temporary classrooms at all the grade school buildings.

The 1950s saw Departmental Students looking taller, older, brighter and more smartly dressed as our community experienced the ''peace, progress and prosperity'' of the Eisenhower years. The construction of several new elementary schools and a big modern high school on the west side of town in the late 1950s brought an end to Junction City's unique Departmental School as the district returned to the 6-3-3 grade system for local schools.

In 1965 the Unification Law, requiring the unification of individual rural school districts in Kansas with those serving the larger urban centers, went into effect on July 1. This again brought a student population increase to Junction City schools as 800 students were added to the newly designated Unified School District No. 475 that fall.
