Our view: End tax cut

This likely will prove to be an inconvenient truth to presumptive GOP nominee Mitt Romney, and it could also prove to be a double-edged sword for President Obama.

But the fact remains that in 2009 Americans paid the lowest tax rates in three decades to the federal government. That is the tax return most Americans filed in 2010, which also represents the first full year of Obama's term.

According to the nonpartisan Congressional Budget Office, in 2009 the average tax rate in 2009 fell to 17.4 percent, well below the previous low of 19.4 percent in 2003 (during the Bush administration) and the 30-year average of 21 percent. Those rates include all federal taxes.

The rate dropped during Obama's first year in office in part because of the ''Making Work Pay'' tax credit he spearheaded, as well as other tax cuts that have since been extended, including a payroll tax cut. So while Republicans in part took control of House in 2010 on a strong anti-tax platform, Americans at the same time were paying less in federal taxes than they have in 30 years.

The double-edged sword of the report: Another reason that Americans are paying less in taxes is that unemployment — and underemployment — remain stubbornly high. Obviously people who are not working, or are only working part-time when they once worked 40-hour jobs, pay less in income taxes. Congress has failed on several occasions to pass meaningful jobs legislation that would have created jobs — through building highways, shoring up the nation's infrastructure, helping state rehire teachers and other public employees.

That is the most efficient way to jump-start the job market, in our view.

Finally, we have long supported the president's proposal to end the Bush-era tax cuts for the 2 percent of households that make more than $250,000 a year.

Those cuts, which have been in place for more than a decade, will expire in January if not once again extended. But along with the president we support extend the tax cuts for the 98 percent of households that don't make a quarter-million dollars a year.

That might raise the average tax rate somewhat, but it would also help reduce the deficit.
