Parsons: Arts, science in Constitution

We're hit with a double whammy right now as we celebrate our country's most patriotic holiday right during the middle of a very contentious election. Pundits on both sides of the aisle try to define and redefine the constitution. Very similar to the way religious groups define bits and pieces of the Bible to align with whatever belief they hold.

I find the Constitution to be an interesting read, not always an easy read — but interesting. Unlike the Bible, which religious scholars will argue is timeless the Constitution was written based on man's understanding of governmental procedures and policies of the day in which it was written.

With no concept of how population, technology and general progress would precipitate changes in lifestyle, business, governance, even moral and religious teaching the founding fathers created the document based on principal and experiences of the day.

That is why I find it interesting that 236 years ago, they recognized the importance of innovation, the arts and creativity. This field was important enough to warrant special attention in the Constitution.

''To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries,'' Article I Section VIII Clause VIII

At the time the Constitution was being drafted it was evident that copyright protection would be necessary to ensure that America had the opportunity to take her place in the world as a leader of innovation. Without securing that position it would not be possible to lead in any other sector.

That clause received amending by the Committee of Detail from the original proposals of ''to secure to literary authors their copyrights for a limited time'' or ''to encourage, by proper premiums & Provisions, the advancement of useful knowledge and discoveries'' (The Origin of the Patent and Copyright Clause of the Constitution; Fenning, Karl 1929).

The term science and useful arts is an archaic term, but in its day it referred to inventions, discoveries, knowledge, literature and the fine arts. In forming the distinction between the useful arts and commerce George Washington used the term in a letter to Lafayette (Jan. 29, 1798) stating, ''While our commerce has been considerably curtailed for want of that extensive credit formerly given in Europe, and for default of remittance; the useful arts have been almost imperceptibly pushed to a considerable degree of perfection.''

The Industrial Revolution was well under way and influencing lives around the globe. Simultaneously the Arts and Crafts Movement was taking hold, primarily in England and English colonies. It would be vital to the culture of the fledgling country to distinguish itself through its innovation, arts, science and culture.

Our founding fathers recognized the vital role that the arts and science would play in our country. Last year, the Global Innovation Index released the disturbing report that America had slipped to seventh place in a ranking of 150 countries for innovation.

This is not because we don't have people who can be innovative, it's because we are neglecting the Science and Useful arts of our society. We defund the arts, we discourage creativity and stifle innovation.

Summer art

We are continuing with our summer program, which has picked up since summer school has let out, but there are still some openings in some weeks. The program is for children 7 to 12 years old. Murder Mystery Dinner

We are hosting one last murder, actually — there may be more than one murder, but it's all over one last dinner event.

Mafia Murders is scheduled for July 15. Tickets are $25 and can be purchased online or at the office.

An Evening of Elegance

Join us on July 21 for a fantastic evening of art. Beautifully framed pieces by such artists as Picasso, Dali and Kincade will be available in a live auction, while wonderful originals by local and regional artists will be offered in the silent auction.

Works that are not auctioned on Saturday will be available for sale on July 22. Please join us for this fundraiser, which will help guide JC Arts through its transition into an all-volunteer staff.
