Seiser: Time to focus on debt repayment

The word ''tax'' has long been among the lexicon used in politics that stirs emotions in the public and creates talking points for politicians. Now, in the past two days, following the U.S. Supreme Court's decision that upheld the individual mandate in the Obamacare bill, calling it a tax, that word is now at the forefront like never before.

As we all digest the Obamacare ruling and its long-term effects, I would much rather focus on local matters that are more definitive and just as important.

Yes, my focus is on taxes, but it's time to talk Junction City.

On Tuesday night, there was no flood of people pouring into the C.L. Hoover Opera House for an informal city presentation on its 2013 budget. Instead, only a handful of residents showed up as most of the approximate 25 in attendance were elected and appointed city officials and those who worked on the budget.

However, what those few at the meeting had to say could impact your property taxes for years to come.

Being a longtime property owner — in Wisconsin — and covering as an editor the local budget process there, I knew the solid financial status of the city in which I lived and paid taxes.

Many taxpayers didn't keep a very close eye on what was happening there as reporters tended to sit alone in the audience of those budget workshops and meetings. It appears to be no different here.

There is one key distinction — the overall financial status of the city.

When things are good, it seems easier to ignore what's going on. If the city was on solid financial footing, the apathy would be more understandable.

For the coming years and maybe decades, property owners in Junction City will continue to face the financial woes and accumulated debt that should be part of the thought process in just about every decision made.

You may not want to think about it this way, but the fate of your property values and the city as a whole is at stake and will continue to be.

According to the budget and city officials, the city's outstanding long-term debt is about $149 million, that includes a payoff of about $20 million in the past year.

While that amount doesn't sound as bad as it once did, think about the fact that the city's total assessed valuation is about $169 million.

To me, that makes the city's debt the single most important focus — yes even more than street maintenance.

Some of the people who are worried about this debt took a stake in it Tuesday by making sensible suggestions — specifically calling for a bulldog like focus on repaying the debt.

It is fair to say most people would like to see their property taxes decrease and the city is proposing what could be about a 2 mill decrease — from the 2012 figure of 50 mills to about 48 mills for its services.

This could change depending on what the assessed value number comes in at about 10 days from now.

As much as I would like to see the taxes go down for those people struggling, for the good of the city, now is not the time to make a concerted effort to reduce property taxes.

City officials state the budget is ''lean'' and there is no reason for me to think differently. Maybe in a few years I will get a better handle on it. But for now, I have to take their word for it.

What doesn't make much sense is to decrease the mill with the city $150 million in debt.

It no longer matters how and why the debt ballooned and who was responsible — after all most of them are gone now. What is important is how to clean up the problem.

If you look at how much a 2 mill decrease would be on the city's portion of your taxes, it is minimal. For example, those with a home valued at $150,000, the difference would be about $35 on your property tax bill.

Adding those 2 mills would give the city the opportunity to pay off an additional $340,000 in debt.

It's time to worry less about teasing people with minimal tax decreases and save the financial future of the city by paying off the debt as quickly as possible.

This is going to be a long road and I fully agree it isn't fair. Most of you reading this had nothing to do with what happened in the years that led to building this debt and the city's financial woes.

Most of us can look back and realize at some point in our lives, we made mistakes that resulted in our own long-term pain, either financially and emotionally.

It's time for Junction City property owners to accept some discomfort now, so the road to financial stability may not be as long.
