Chamber board OKs CVB budget

Junction City Area Chamber of Commerce CEO Tom Weigand admitted Wednesday morning the budget process for the Geary County Convention and Visitor's Bureau has garnered quite a bit of press coverage in the past few weeks.

But minutes later, the approval process for the budget, which has stirred fire in some, was put out quickly. With virtually no discussion on the budget itself, the Chamber of Commerce board unanimously approved the CVB's $826,912 budget for 2013.

''This was the culmination of lots of work and discussion and press coverage,'' Weigand said with a smile. ''But we did agree to this budget you see before you.''

Part of the budget agreement includes the CVB spending within its means, Weigand said.

Revenues from room taxes are projected to be $706,000 for 2013 and Weigand said the CVB has been charged with watching that number and trying to stay within those figures.

''Connie (Hall) will take $706,000 and divide that by 12 and stay within that,'' he said.

However, when projects and items come up, the CVB has the ability to spend up to the $826,912 figure in 2013.

''Our goal is to live within our means,'' Weigand said. ''But we have budget latitude to spend on projects that may not be known now.''

Hall said she was excited about Weigand's idea to make requests to spend contingency funds.

''That gives us good direction for upcoming years,'' she said.

After the meeting, Hall said she keeps a close eye on room tax revenues and is fully prepared to watch the spending situation. The budget was set at $826,912 so the CVB could spend that amount. If it is not budgeted, the CVB can't spend the money at all, which is the reason for the larger figure.

Chamber members also discussed ways of analyzing and determining the successes of the CVB. Weigand said it is key to track the bureau's effectiveness and why people are coming to Junction City.

''We may find out we're doing things right, or not,'' said Chamber board chairman Judd Liebau.

Hall said she would do her best to provide some figures that may help the Chamber Board understand the successes of the CVB. Some members suggested a CVB education session to show what projects the group completes and who does what and why.

''When I look at it, at the end of the day, I see it as looking at our bang for the buck,'' said Wilkey.

Board member Ben Kitchens suggested forms to gauge reasons why people are here to stay in Junction City. He said they could fill out a questionnaire while registering at the hotel.

He said he has heard numbers as high as 70 to 80 percent of those who stay at the hotels in Junction City are related to Fort Riley.

Hall said she doesn't know what the number is, which board members suggested is a reason to work on providing detailed information to show the successes of the CVB.

Initially, the CVB's budget figure was $897,000, while Weigand's was just more than $713,000. That's where some of the questions and concerns from the CVB committee came from. In his budget, Weigand included only $10,000 in contingency spending, while the CVB budget included more than $100,000 in contingency expenditures.

On Tuesday, Weigand and the CVB committee came to an agreement. That had followed some fiery discussions between the CVB and Weigand last week. At that time, CVB committee Chairman Adam Wilkey voiced criticism of Weigand's budget and the CEO's understanding of what the CVB does for the county and area. Wilkey also questioned Weigand's vision. Weigand came to Junction City in early May after being hired in late March to lead the consolidated Junction City Area Chamber of Commerce that now includes the CVB, Military Affairs Council, Chamber Activities and Economic Development Commission.

Weigand admitted the budget resolution wasn't what he wanted, but he was ''happy with it.''

The budget includes $392,584 in total marketing, which represents 47 percent of the total budget. The second largest expenditure on the budget for 2013 is for personnel at 23 percent. Salaries for the executive director, assistant director and assistant position are budgeted for 2013 to total more than $195,000, including benefits. That includes a projected 4 percent raise, which must be approved by the county.

Office administration makes up 10 percent of the total budget at $84,054. That includes costs for rent, computers, vehicle use, postage, telephone and utility services.
