Seiser: Power struggle

It has been intriguing to read about the budget process going on with the Geary County Convention and Visitors Bureau.

Compared to Junction City's budget, the CVB's budget is small. We're talking about anywhere from $713,000 to $897,000, depending on whose budget it is you're looking at. Unlike the city's budget, revenue for the expenditures is coming from room taxes collected from hotels and motels, rather than from property and sales taxes.

The budget also is different in that the expenditures are used to promote the area as a travel and convention destination in order to bring in more room tax and sales tax revenues, which in turn is supposed to help the property tax burden on residents and improve local business.

While those are nice and sound like good things, the 2013 CVB budget process has been far from neat and pretty.

It's difficult to look at this in any other way than a power struggle between new Junction City Area Chamber of Commerce CEO Tom Weigand and the CVB committee.

Weigand wants the CVB to spend about $190,000 less and not utilize reserve funds to make up for its deficit spending. Weigand is suggesting the CVB live within the parameters of historic room tax revenue collections.

Despite the committee's response to Weigand's $713,000 budget, compared to its own $897,000 budget, the CEO's proposal is on a solid foundation and I don't believe it's an attack on the work the CVB has done in years past.

But it was pretty clear earlier this week, the CVB Committee took Weigand's budget as a direct assault on their hard work.

CVB Committee chair Adam Wilkey voiced his questions and concerns about Weigand's intentions and knowledge of the CVB.

''He's under the impression that we're reckless spenders and we don't know what we are doing here and he's shown that by the cuts that's he's made or trying to make to our budget,'' Wilkey said Tuesday about Weigand. ''It's unfortunate. It's a shame.''

Unlike Wilkey and the CVB Committee, I see Weigand's budget as an effort to keep an eye on spending when visitor and tourist revenue can be such an unknown in this struggling economy. Weigand is just cautioning the committee on its spending in the situation the recession continues or becomes even worse as some are predicting.

Right now, the money is pouring in pretty good, but it may not be like that forever, or even in 2013 for that matter.

Just for comparison purposes, in 2011, the city of Manhattan's CVB requested a budget of $883,000 to support its operations and programs. The city of Manhattan increased that to more than $1.1 million to help fund the Flint Hills Discovery Center.

Abilene's 2012 CVB budget is $234,000. That city has a population of 6,800.

The success of CVBs everywhere is difficult to determine with definitive numbers and monetary figures. We never know how much the promotions, advertising and activities that are created and organized by the CVB lead to rooms being filled.

What is the actual return on investment of all those CVB funds? That is a question that really cannot be answered.

Coming from a tourist community, there is no question in my mind CVBs make a difference and I firmly believe the Geary County CVB has done a solid job bringing people to this area for conventions, vacations and day trips to shop or enjoy Milford Lake, for instance.

But that doesn't mean the CVB can't do the same quality job with less money. It may force the CVB to be a little more creative in its marketing efforts and maybe attend a few less conventions or conferences in other states.

In the end, this budget process is not supposed to be personal and I hope that's not the problem here. This is about using an appropriate amount of funds to best promote the area for the future. Reserve funds shouldn't be used to offset deficits in a budget.

The effort should be to increase reserves in the case the economy tanks more than it has and suddenly room tax revenues in the county drop by 25 percent.

Instead of focusing their anger at Weigand and letting this power struggle get in the way, the committee should be realistic and strongly consider his budget proposal. Tossing it aside like it's meaningless and stating he doesn't understand what the CVB does lacks sense also.

Weigand certainly knows what he's doing. He also stated he is interested in coming up with a compromise of some sort that he and the CVB can deal with. We don't know yet if the CVB is willing to compromise.

In the end, anything other than a calm, cool and respectful solution in this situation will just lead to more problems in the future between the CEO and the CVB. That definitely won't be good for Geary County or Junction City.
