Seiser: Redistricting mess could help Junction City

The Kansas legislature left the political redistricting process in the hands of the state Supreme Court and now its members and the state as whole will have to deal with the consequences — good and bad.

Every 10 years, following results of the census, new lines must be drawn for the Congressional districts as well as the state Senate and House. Basically, the changes in population in the areas makes the current districts unconstitutional.

What happened this spring was a group of legislators who couldn't agree on the new maps, specifically the Senate districts.

As usual during these processes, there are attempts to gerrymander districts to protect partisan political advantages. In the end, that resulted in the process being handed over to the court to create the 40 new Senate districts and 125 new state representative districts along with the four Congressional districts.

Basing most of the decisions on population counts to make each district as equal as possible, as required by law, many districts have changed dramatically.

The changes will affect voters in this area as they will in many others.

Junction City Republican Jim Fawcett, who was moved out of his current House of Representatives district and into another went as far as saying the redistricting will ''change the political landscape here for quite some time.''

A 206-page report, maps and explanation from the courts doesn't make it much easier to figure this all out, but one thing is certain, there are many changes on the horizon.

Are you ready? You're going to need a scorecard to keep track of this.

The redistricting has led Fawcett to seek the 17th Senate District seat now held by Emporia Republican Jeff Longbine. The new 17th Senate District is far from squared off. Actually, looking at the maps, there are few districts that even resemble a typical shape. The new 17th looks like a claw. The southern part is squared off and includes areas south of Emporia, but then it goes north into Wabaunsee, includes Wamego and parts of Geary County on the west end of the district, specifically a good portion of Junction City. Previously, Junction City was in the 22nd and represented by Roger Reitz. That district now has most of Junction City carved out of it.

The winner in the 17th Republican primary between Longbine, the incumbent, and Fawcett, will face off with Democrat Susan K. Moran, Emporia. Fawcett represented the old 65th district in the state House, that included much of Junction City. Now, both the 65th and 68th have good parts of Junction City within them, meaning while Junction City lost Fawcett, it could gain two local people to represent the area in Topeka.

The 65th includes most of the central and eastern part of Junction city and moves diagonally to include Milford. In the race, one candidate resides in Junction City — Democrat Melody Saxton, who works in the Manhattan-Ogden School District, while fellow Democrat Tom Brungardt is from Milford, but has taught in Junction City for 31 years. The lone Republican in the race is Allan Rothlisberg and he resides in Grandview Plaza, but has many direct connections to Junction City, including being a representative on the Junction City-Geary County Economic Development Committee and the Military Affairs Council.

Any one of those representatives have extensive knowledge of Junction City, which is very important to solid representation.

The 68th district also isn't very squared off. It includes less of Junction City, mostly west of Webster on the southern part, but then it extends north on both sides of Highway 77. Junction City is actually the farthest east this district goes, but it does head well south to include Morris and Chase counties, including White City and Herington. About 45 percent of Junction City voters are in the 68th, but Junction City makes up a small portion of the district itself.

Despite that and the fact that it is largely an agricultural district, there is a Junction City candidate — Ernie Honas, who will run against incumbent Tom Moxley, Council Grove. Both are Republicans and will face off in the Aug. 7 primary.

Despite the changes, if things go the way for Junction City area candidates, it could mean three representatives in the state house and senate fighting for those of here, compared to the one we currently have now. It could mean the first state Senator from Junction City in many years.

Putting politics aside, more representation is always a positive for a community.
