Seiser: Weighing in on TIF issue

Most of the time, covering local politics such as a city or a county is not that complicated.

Many of the issues a municipality deals with are relatively simple — what roads are going to be worked on this summer, what are the budget numbers compared to the previous year, whose contract was renewed and how much money are they being paid.

But this Dick Edwards Tax Incremental Financing District has been anything but simple to figure out and analyze.

During the interview process for the position as managing editor, I read some of the stories written on this very topic. Despite believing and actually being told I had a good knowledge of TIF — in Wisconsin — I didn’t at all understand this project regarding the car dealership.

It seemed to me as though TIFs in Kansas were nothing like those in Wisconsin — talks of captured sales taxes and increment on base sales were new to my ideas of how TIF worked.

But now after getting a handle on the Dick Edwards TIF, it is not as different as I first thought. There appears to be two key distinctions regarding this TIF and those I have covered before — the use of sales tax as increment and the fact that bonding to pay for infrastructure is occurring before any increment actually is collected.

Those facts don’t make this Dick Edwards TIF or others like it a bad deal. Actually, these types of TIFs are likely going to become very important to the financial recovery and potential growth of Junction City and I believe the TIF in that location for the car dealership is the correct course of action.

However, city and county officials and the rest of us as Junction City residents, business owners, property owners and taxpayers must watch and be careful to make sure future TIFs are the right deal for Junction City as TIFs can be overused and improperly used.

While watching the meetings regarding the Dick Edwards TIF, it certainly was difficult not to think about how TIFs work in Wisconsin. I kept thinking the ones I saw first-hand could possibly be a better way to go for the future of this city, too.

What I mean is, instead of creating individual TIFs for certain smaller areas or businesses, a larger area ripe for future development is deemed a TIF district before any of the businesses show up at the city’s doorstep. Once that TIF district is created, the tax base is frozen. As the value goes up when developments and private improvements are made, the city builds its TIF fund with that tax increment. Then, that money can be used for public improvements to spur even more development.

As more development comes in and property values increase, the TIF increment fund continues to build. Maybe this wouldn’t work in Junction City, but if it did the community and its leaders then would know exactly how much is in the TIF fund to be used for the infrastructure improvements to bring in more development.

It’s basically the opposite of the Dick Edwards TIF, which the city will help up front as future increment and sales tax captured from sales at the dealership eventually will pay off the bonds.

Collecting the increment up front could help change the public’s perception that the city is providing handouts to developers like Edwards. In reality, these are far from handouts. Proponents of TIFs suggest this is just a helpful boost to the developer.

The criteria for creating a TIF district or using TIF money is that the project or development would likely not occur if not for the funding help to pay for infrastructure from the tax increment, whether it is collected now or later.

Comments from those who oppose TIFs stating the city is giving up tax revenues by creating these districts and helping out the businesses is disputable.

Proponents of TIF districts say without the TIF help, these developments wouldn’t exist in the first place, thus no taxes would ever be collected in that case.

TIFs such as this may be one of the ways in the future to eventually reduce taxes and knock down Junction City’s debt problems.

However, that doesn’t mean every TIF is good and should be given a rubber-stamp of approval by the city. Each individual project and district must be analyzed and decided on its own merits.

Regardless of how growth and development occurs — including that with government intervention such as the creation of a TIF district — a successfully-developed parcel is worth far more to the city and its tax base than any open field.

That fact shouldn’t be complicated at all to figure out.
