Rumsfeld offers humor, caution at Fort Leavenworth

Former Defense Secretary Donald Rumsfeld said Friday that any perceived weakness in U.S. power is a greater threat to the country than another nation or terrorist cell.

Rumsfeld held a question-and-answer session with military officers at Fort Leavenworth, and said that past cuts in defense and intelligence spending led to gaps in security. He cautions it could happen again under current tight federal budgets.

The Pentagon must find about $260 billion in savings over the next five years. Congress has ordered the Defense Department to find $487 billion in cuts over the next 10 years, a figure that might increase if Congress can’t find a way to avoid across-the-board reductions mandated by lawmakers last year.

Rumsfeld served under Presidents Gerald Ford and George W. Bush, and was in charge of the Pentagon when the wars in Afghanistan and Iraq started. He retired in 2006.

Rumsfeld recalled that he was asked by Sen. Pat Roberts from Kansas during his confirmation hearing in 2001 about what he worried about at night.

“I could have said North Korea. But I said it was our intelligence,” Rumsfeld said.” I worry about our knowing sufficiently what’s happening in the world.”

He said that when the United States downsized its capabilities after major combat, such as World War II, Korea, Vietnam and the Cold War, intelligence gathering suffered. Rumsfeld said there were too many closed societies that the United States didn’t have access to that may be harboring groups bent on doing harm to others.

“Even after decades after watching the Soviet Union during the Cold War, there was still a great deal that we didn’t know,” he said. “The intelligence community misjudged the size of their economy.”

Rumsfeld spoke to more than 1,000 U.S. and international officers at the northeast Kansas post, then signed copies of his memoir, “Known and Unknown,” for the public. He has been on a nationwide book tour.

Rumsfeld fielded questions from the officers for nearly an hour, providing answers about how they can continue to grow in the military and what advice he would give to presidential candidates.

The former secretary walked to the stage with use of a cane. He said he recently suffered nerve damage in a leg after sitting with them crossed during the taping of a documentary in Boston.

“It’s temporary, I think,” Rumsfeld said.

He mixed humor into his answers, poking fun at his age and noting that, at 79, he was about a third of the age of the United States.

“It shows you what a young country that we have. Or what an old man that I am. Or maybe both,” he said.
